TRG’s core team has decades of experience helping public and private sector clients secure hundreds of millions of dollars through the congressional appropriations process. The House and Senate have revived earmarks for the 117th Congress, allowing Members and Senators to seek Community Project Funding (CFP) in the Fiscal Year 2022 appropriations bills.
Members of our team have evaluated, requested, and secured earmarks for constituents while serving on Capitol Hill. They have used that knowledge and expertise to advise and assist our clients with securing projects throughout the 12 annual appropriations bills.

High Speed Data Network for Critical Research Facilities
The TRG team led a successful 24 month effort to ensure the full Congressional funding of a broadband effort to connect testing nodes at NAS, Patuxent River with the Surface Combat Systems Center, Wallops Island. This initiative resulted in vastly increased data exchange speeds that capture high end testing of a variety of systems operating from both locations, and deep into the Atlantic Test Range. The effort involved two years of multi-million dollar Congressional investments that were not formally requested in the President’s budget request. Significant upfront investment and Chesapeake Bay environmental remediation made such investments timely, and critical to make the final connection points possible.

Military Construction Funding for New Missions
The Budget Control Act of 2012 resulted in a decade of deep cuts to funding for military construction. TRG developed and executed successful strategies to add hundreds of millions of dollars to the annual military construction appropriations bills to beddown new missions at several DoD installations. Projects included $200 million for Langley AFB, $500 million for Tyndall AFB, $70 million for Rivanna Station, $32 million for Joint Expeditionary Base Little Creek – Fort Story, and $10 million for the Virginia Air National Guard.
