Major General (Ret) Tim Orr is a senior advisor at The Roosevelt Group.  He joined the firm following his last assignment as the civilian Advisor for Intergovernmental Affairs for the National Guard Bureau.   Tim retired from the National Guard Bureau in December 2023 after 43 years of civilian and military service in the National Guard.  He brings extensive experience working with elected and appointed officials at the highest levels of government including the White House, the Department of Defense, federal agencies, state and local governments, and the National Guard Bureau.

Prior to his civilian assignment at National Guard Bureau, Tim served as The Adjutant General for the Iowa National Guard from 2009-2019.   He managed over 9,000 Soldiers, Airmen and civilians across the State of Iowa, including 53 Air and Army installations, and the Camp Dodge Joint Maneuver Training Center (CDJMTC).  In his role as the Adjutant General, he provided key strategic insight and expertise advocating at the national level for Iowa’s federal and state objectives.  In 2011, he established Iowa’s first State Partnership Program with Kosovo and in 2014 created the Homebase Iowa program to recruit veterans and their families leaving active duty back to Iowa for education and employment.

Tim holds a BS in Business and Education from Drake University, a Master of Science degree in Education from Iowa State University, and a Master Degree in Strategic Studies from the United States Army War College.    He is affiliated with the National Guard Officer, Enlisted Association of the United States, Air Force Association, Association of the United States Army, and the U.S. Army Ranger Association.
