Major General (Ret.) Neal joined The Roosevelt Group as a senior advisor in 2017. Prior to retirement, General Neal served as the Deputy Director and then Acting Director of the Air National Guard (ANG). General Neal has more than 34 years of military service.

During his time as Deputy Director for the ANG, he assisted with formulating, developing, and coordinating all policies, plans, and programs affecting more than 107,000 Air National Guard members and civilians in more than 1,800 units throughout the United States, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands. Prior to this assignment, General Neal served as the Special Assistant to the Director of the Air National Guard for International Affairs, providing situational awareness on international affairs and acting as a liaison between the ANG Director, the Joint Chiefs, and other Senior Air Force officials. General Neal received his commission from the U.S. Air Force Academy located in Colorado Springs, Colorado, in 1982. He earned his MBA at the University of Massachusetts in Amherst, in 2008. He is also a graduate of programs through the Air War College, MIT, Syracuse University, and the George C. Marshall Center in Garmisch, Germany.
