John P. Healy joined The Roosevelt Group as a Senior Advisor following a 37-year U.S. Air Force career. He retired as Chief of the Air Force Reserve and Commander of Air Force Reserve Command, serving as the principal adviser to the Secretary of the Air Force and the Chief of Staff on all matters related to the Air Force Reserve. He directed a $7.4 billion annual appropriation and $43 billion multi-year modernization program across 70,000 personnel and a 300-aircraft fleet and represented those equities before Congress through sustained engagement that included annual testimony before the House and Senate Appropriations Committees.

Lt Gen Healy launched the Reserve Allies and Partner Program, integrating European and Pacific partner nation reserve forces with Air Force Reserve Command through interoperability frameworks, burden-sharing agreements, and joint logistics protocols across allied militaries. That alliance architecture built directly on his prior assignment as Director of Exercise and Assessment at U.S. European Command, where he led all NATO and EUCOM military exercises, negotiated land, air, and sea-use agreements with allied governments across the theater, and developed the first global assessment of combatant command integrated war plans for the Secretary of Defense and the Joint Chiefs of Staff. His Pentagon assignments span senior advisory roles in joint operations, national security policy, and defense resource strategy.

Lt Gen Healy is a graduate of UCONN with an MA from Webster University. He’s completed executive education courses at Harvard Kennedy School and Harvard Business School. He’s an active captain with a major airline and brings direct commercial aviation experience to his advisory work across the defense and aviation sectors.
