Bill French

Vice Admiral (Ret.) Bill French joined The Roosevelt Group as a senior advisor in 2017. VADM French retired from the Navy in 2014, after 35 years of service, which included six command assignments. He spent the majority of his career serving in submarines, involving command of an attack submarine and a submarine squadron. His last assignment was as Commander of Navy Installations Command. He now serves as the President and CEO of a nonprofit dedicated to supporting military service members and their families. His specialties include; Budget development, BRAC, community partnerships, congressional and public relations, defense policy, encroachment management, military construction, housing privatization, and strategic basing.

Bill French has served as Submarine Officer Community manager at the Bureau of Naval Personnel, deputy commander of Submarine Squadron 11, Chief of the Strategy and Policy Division at United States Strategic Command, Director of Submarine Officer Distribution and Nuclear Propulsion Program Manager at the Bureau of Naval Personnel, and commanded Submarine Squadron 3 at Naval Station Pearl Harbor. Admiral French is a graduate of Vanderbilt University with a bachelor’s degree in Mechanical Engineering and was commissioned through the Naval Reserve Officers Training Corps Program in May 1979. Moreover, he earned a Master of Science degree from Naval Postgraduate School in 1986 and a Master of Arts from the Naval War College in 1999.
