General Duke DeLuca joined the Roosevelt Group in September 2017 as a Senior Advisor. He has 32 years’ experience working in the U.S Army at all levels, from platoon to combatant command – having commanded an engineer battalion, a multi-service engineer brigade in combat, as well as two U.S. Army Corps of Engineers Divisions. General DeLuca specializes in architectural engineering and construction, logistics, and engineering technical services. Furthermore, he is a foreign area expert and an Adjunct Research Staff Member of the Institute for Defense Analyses.

Brigadier General “Duke” Deluca has run multi-billion-dollar annual construction programs in Iraq and in a region including the Midwest from Canada to the Gulf of Mexico and the northeast U.S., Europe, Israel, and Africa supporting foreign militaries, the U.S. Army, the U.S. Air Force, the family of DoD and other Federal Agencies, municipalities and states of the northeast U.S. General DeLuca received a Bachelor of Science degree in Mechanical Engineering from the University of Pennsylvania School of Engineering and Applied Science, as well as a Bachelor of Science degree in Economics from the Wharton School of Business and Finance. He received a Master of International Affairs degree from Columbia University’s School of International and Public Affairs.
