General Duke DeLuca joined the Roosevelt Group in September 2017 as a Senior Advisor. He has 32 years’ experience working in the U.S Army at all levels, from platoon to combatant command and commanded an engineer battalion and a multi-service engineer brigade in combat, as well as two U.S. Army Corps of Engineers Divisions. He also served as the Commandant of the Engineer School and branch guiding Army decisions on all requirements for engineering. Duke specializes in senior management consulting, with emphasis on the engineering and construction industries; program, project, and asset management;  logistics; and engineering technical services including regulatory matters. He is also a Eurasian foreign area expert and an Adjunct Research Staff Member of the Institute for Defense Analyses.

Duke DeLuca has run multi-billion-dollar annual construction programs in the U.S., Iraq, Europe, Israel, and Africa supporting foreign militaries, the U.S. Army, the U.S. Air Force, the family of DoD and other Federal Agencies, and the intelligence community. He received a Bachelor of Science degree in Mechanical Engineering from the University of Pennsylvania School of Engineering and Applied Science, as well as a Bachelor of Science degree in Economics from the Wharton School of Business and Finance. He received a Master of International Affairs degree from Columbia University’s School of International and Public Affairs.
