Richard Lopez De Uralde

Colonel (Ret.) Richard A. Lopez joins The Roosevelt Group with 26 years of distinguished United States Air Force service and extensive expertise in defense acquisition, federal market strategy, technology modernization, international relations, and national security. Throughout his career, he has worked closely with senior Department of Defense leadership, congressional stakeholders, industry executives, and international partners to advance strategic initiatives and strengthen government-industry collaboration. His deep understanding of federal acquisition processes, defense priorities, and government decision-making provides valuable insight to organizations seeking to expand their presence in the federal marketplace.

Prior to joining The Roosevelt Group, Colonel Lopez served as Senior Materiel Leader of Kessel Run, where he led efforts to modernize critical command-and-control capabilities supporting global military operations. He previously served as the Assistant Secretary of the Air Force for
Acquisition, Technology and Logistics Deputy Chief of the Command and Control Division, advising senior defense leadership on acquisition strategy, emerging technologies, modernization priorities, and congressional engagement. His experience also includes acquiring joint cybersecurity capabilities supporting U.S. Cyber Command, advancing innovative software acquisition practices, and supporting international defense partnerships and Foreign Military Sales initiatives.

As Founder and Chief Executive Officer of KMR Strategic Solutions, Colonel Lopez continues to support organizations pursuing federal business opportunities through strategic planning, customer engagement, partnership development, competitive positioning, and organizational culture development. At The Roosevelt Group, he leverages his extensive defense experience and understanding of government requirements to help clients identify growth opportunities, navigate complex acquisition environments, build meaningful relationships, and develop strategies aligned with federal priorities. Colonel Lopez is a Top Distinguished Graduate of the United States Air Force Intelligence Officer’s School, and an Air Force Embassy Fellow supporting the U.S. and Slovak relationship from the U.S. Embassy in Bratislava, Slovakia.  He holds advanced degrees in National Security and Strategic Studies and Military Operational Art and Science, as well as undergraduate and graduate degrees in Mechanical Engineering from Florida International University.
