Jen Warren

Colonel (ret.) Jen Warren brings 22 years of Air Force experience at the intersection of national security, emerging technology, and defense innovation. She joined TRG in May 2026.

Jen’s final Air Force assignment was at AFWERX, where she served as AFWERX Military Deputy Director and Spark Division Chief. She oversaw $1.6B annually across Small Business Innovation Research (SBIR) contracts, the AFWERX Prime programs that accelerate dual-use defense products to market, and the Spark intrapreneurship pipeline, comprising 118 innovation cells worldwide and The Refinery, an innovation accelerator that commercializes intrapreneur prototypes.

Prior to AFWERX, she served as Materiel Leader at Kessel Run, responsible for an 800+ person team sustaining and modernizing Air Operations Centers worldwide. Jen was also a Program Element Monitor (PEM) at HAF/A2, where she reported to Congress and directed budgets for JWICS enterprise IT and other Intelligence Community IT programs. Notably, she was the Air Force’s first-ever military intelligence program (MIP) PEM for Artificial Intelligence & Machine Learning.

In parallel, Jen built international expertise as a Foreign Area Officer (FAO). She was the Chief of Security Cooperation at the U.S. Embassy in Nouakchott (West Africa), and Commander of the FAO Squadron responsible for Exchange Officers embedded throughout the Western Hemisphere. She worked directly with U.S. Embassy teams, partner nation militaries, Department of State, federal agencies, and senior U.S. military stakeholders.

Jen was a National Security Fellow at Harvard, where she focused on transforming the government, behavioral science, and effective implementation. She holds master’s degrees from the Naval Postgraduate School and Boston University and a bachelor’s degree from Louisiana State University. Her career awards include the Boss of the Year (Acquisition Management Awards program), Program Manager of the Year, Software Innovation Team of the Year, and four Team of the Year awards, each earned with a different organization.
