Mr. Webber serves as the President and founding member of TW Consulting LLC, established to provide senior scientific technical subject matter expertise to the US Government, Industry and Academia. Mr. Webber serves on the Missile Defense Agency (MDA) Strategic and Technical Advisory Team (STAT) and as a technical advisor to several industry partners, providing subject matter expertise and mentorship in space, missile defense, acquisition, and test.

Mr. Webber previously served as the director for the Technical Center (TC), U.S. Army Space and Missile Defense Command (USASMDC) as a member of the Senior Executive Service. As director, he was responsible for managing research, development, and test programs for space, missile defense, cyber, directed energy and related technologies. He was also responsible for the management of the Ronald Reagan Ballistic Missile Defense Test Site in the Marshall Islands.

Mr. Webber previously served as Director, Programs and Technology, TC, USASMDC. He was responsible for managing research and technology development in the areas of directed energy, space superiority, small satellites, hypersonic weapons, interceptors, high altitude, tactically responsive space, and cyberspace technologies. He served as director, Rapid Transition where he was responsible for acquisition oversight and rapid fielding of a variety of technologies and programs providing rapid innovative capabilities.

Prior to his tour at USASMDC, he worked in industry at APT Research as director, Range Safety and Test Planning Division. He served as technical advisor and consultant to USASMDC and the MDA.

Mr. Webber spent five years at the U.S. Army Kwajalein Atoll, Marshall Islands as director, Command Safety. He managed the Command Safety Program in a community of more than 3,600 employees and families, with instrumentation and facility assets in excess of $4 billion.

Mr. Webber has served as a Department of the Air Force civilian. He was the test director/chief, Flight Test Branch, USAF Phillips Laboratory, Edwards Air Force Base, California. He managed a National Kinetic Energy Weapon integrated testing facility. He led the team responsible for testing advanced Strategic Defense Initiative Organization Kinetic Energy Weapons.

He served four years on active duty in the USAF.

Mr. Webber’s awards include the ADA Honorable Order of Saint Barbara, the NDIA Management Award, the AUSA civilian of the year, and the ASMDA Technical Excellence Award.

He received his BS from California State University, Northridge in engineering and an MBA from Florida Institute of Technology. He is a member of the AUSA and SFA.

Mr. Webber is married, and they have one child.
