Paul Holland, AICP, joined TRG in September 2025. He brings more than 20 years of experience advising senior leaders across the Department of Defense on land use planning, encroachment, mission sustainment, energy development, and community partnerships.
Paul’s experience includes advising the Deputy Assistant Secretary of the Air Force for Installations (SAF/IEI) and senior military and civilian staff on land use planning policy, infrastructure resilience, and renewable energy development. His expertise includes evaluating legislative policy, including the annual National Defense Authorization Act, developing siting recommendations on more than 300 wind and solar renewable energy projects, and drafting Air Force Policy Directives and Instructions to implement the Department’s mission sustainment framework. Paul is a former Ian Axford Fellow in Public Policy with the New Zealand Defence Force. From 2012 to 2017, he worked as the onsite Community Planning Liaison for the 11th Wing at Joint Base Andrews, Maryland where he advising Wing leadership on land use, community partnerships, and encroachment management. Earlier in his career, Paul worked on Capitol Hill for Congressman Bobby Scott (VA-03), and as a field director on gubernatorial campaigns in Texas and Virginia.
In addition to his professional experience, Paul bring extensive knowledge of state and local government to TRG. A former candidate for the Virginia House of Delegates, Paul was appointed by two Governors to represent the Commonwealth of Virginia on the Interstate Commission on the Potomac River Basin. He also served on the Board of Directors of the Arlington Partnership for Affordable Housing, one of the country’s leading nonprofit affordable housing developers. He was appointed by the Arlington County Board to Chair the County’s Fiscal Affairs Advisory Commission, where he evaluated the County’s annual $1.5B budget and Capital Improvement Plan. A member of the American Institute of Certified Planners, Paul was a Fellow of the Royal Geographical Society, a national champion collegiate rower, and an Eagle Scout.
Paul Holland graduated from Oxford University, with a M.Sc in Environmental Policy and earned his undergraduate degree in History from Princeton University.
