Yancy concluded 37 years of service to the Navy in 2023, retiring as a 3-star Admiral. He earned a Bachelor’s Degree in Mechanical Engineering from the University of California at Berkeley and holds Masters degrees from Marine Corps University and the University of San Diego. In addition, he completed a Federal Executive Fellowship at Tufts University’s Fletcher School of Law and Diplomacy.
During his Navy career, Yancy served as a pilot in several different squadrons and deployed to Antarctica and also onboard aircraft carriers. He commanded a squadron with sole responsibility for 150 uniformed personnel and the operations and maintenance of four $80M aircraft. When not assigned to a squadron, Yancy served in the Pentagon on the Joint Staff coordinating and resourcing staffing and training for a world-wide IT operations system. He also served on the U.S. European Command headquarters staff in Stuttgart, Germany, planning and programming a European missile defense system and as Executive Assistant to the 3-star Admiral Deputy Commander. His other non-flying jobs were as the Commanding Officer of Naval Base Coronado, CA, responsible for leading a 2,000 member staff operating three airports, two port facilities, base security, lodging and recreation facilities, >1700 buildings, and a $2B budget across 8 separate geographic locations (>6oK acres).
As a Navy Admiral, Yancy was the 89th commandant of Naval District Washington, DC; Commander, Navy Region Southwest, San Diego, CA; Commander, Navy Region Europe, Africa, Central, based in Naples, Italy.
Yancy’s final Navy job was as a 3-star Admiral commanding Navy Installations Command, with responsibility for leading the Navy’s world-wide shore enterprise of 70 installations. In this capacity he was responsible for >50K personnel and a $10.8B budget to operate, sustain and maintain 2.3M acres, 60K+ buildings, 95K hotel beds, 121 runways across 51 airports, 35 ports, 33 golf courses, and 134 child care centers, among other functions and activities; to include, facility construction and maintenance, IT networks and cyber security, family housing, environmental, and real estate functions.
Yancy currently serves on the Board of Directors for the Electric Power Research Institute and the USS Arizona Legacy Foundation. In addition, he serves as a senior advisor to Magellan Federal, Aminad Consulting LLC, Stellar Advisors, and Element Resources.
