Mark is a distinguished and forward-thinking leader, strategist, and operational powerhouse. Mark has negotiated an increase of more than $1.8B. He grew an effective alliance between the U.S. Forces Japan and Japan’s Ministry of Foreign Affairs and the Ministry of Defense. Mark restructured the marine Aviation HQ optimizing the shrinking workforce during distressful times. He led a key transformation of the 3d Marine Aircraft Wing delivering a successful and sustainable organizational readiness trend within two years succeeding a five-year downturn.
Early in his career, between 1998 and 2008, Mark toured various billets and was assigned to Headquarters Marine Corps. He served as the Commanding Officer of Marine Fighter Attack Squadron 122 Crusaders from 2003 to 2004 during a deployment supporting the Unit Deployment Program. From 2008 to 2009, he performed as the Commanding Officer of the Marine Aircraft Group 12 in Iwakuni, Japan. From 2011 to 2013, Mark functioned as the Commanding General of the Marine Corps Warfighting Laboratory aboard the Marine Corps Base Quantico, Virginia. From 2013 to 2014, he acted as the Assistant Wing Commander, 3D MAW.
From 2014 to 2016, Mark served as the Deputy Commander United States Forces Japan working extensively with the U.S. Embassy in Japan and negotiating for Japan’s support delivering the first increase in financial support in twenty years valued at $1.8B. From 2016 to 2018, he performed as the Commanding General 3D Marine Aircraft Wing (MAW) at I Marine Expeditionary Force in San Diego, California preparing and deploying the aviation force for combat operations. From 2018 to 2020, Mark functioned as the Assistant Deputy Commandant for Combat Development and Integration at HQ Marine Corps in Washington, DC. He provided strategic, mission-critical oversight of the evolution of the Marine Corps within the $45B combat capability portfolio.
In 2020, Mark served as the Deputy Commandant for Aviation (DCA) at the HQ Marine Corps in Washington, DC. He acted as the principal advisor to the Commandant on all aviation matters within the $15B portfolio until retiring in 2022. Mark paved the way by leading a total restructuring of the workforce for the first time in over two decades including creating a prominent group, “Board of Advisors”, to guide the future direction of Marine aviation. He also enhanced operations with the DoD continuum.
Mark holds a Master of Arts in National Security and Strategic Studies from the Naval War College and a Bachelor of Arts in Psychology from the University of Washington. He is a Licensed Pilot on the military and private side. Mark is a prominent member of multiple professional affiliations including the Marine Corps Association, Marine Corps Aviation Association, University of Washington Undergraduate Mentorship Program, Husky Landing, and the Military Officer Association of America. He has numerous personal decorations including the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star, Meritorious Service Medal, Air Medal, Strike Flight Air Medal, Joint Commendation Medal, and the Navy and Marine Corps Commendation Medal.
