William Greene

Bill Greene joined The Roosevelt Group as a Senior Advisor in August 2026. He spent 36 years in the Navy, the last two as a flag officer with executive oversight of the Navy’s surface ship maintenance, modernization, and sustainment enterprise.

Greene retired as a two-star Admiral, the only officer to have led both of the Navy’s ship maintenance enterprises: nuclear ship maintenance, as Deputy Commander for Industrial Operations overseeing the Navy’s four public shipyards, and conventional surface ship maintenance, as Director of Surface Ship Sustainment and Commander of the Navy Regional Maintenance Centers. He also spent six years as Fleet Maintenance Officer, first for U.S. Pacific Fleet and then U.S. Fleet Forces Command, owning fleet maintenance policy, programming, and budgeting across the Atlantic and Pacific fleets.

Greene commanded Portsmouth Naval Shipyard from 2013 to 2016, where his team set the Navy record for the fastest Los Angeles-class submarine engineered overhaul and earned the Department of Defense’s Robert T. Mason Award for depot maintenance excellence. Over his career he directed multi-billion-dollar maintenance portfolios and led organizations of thousands of military and civilian personnel. He began his Navy career as a submarine officer, completing three deployments and four strategic deterrence patrols.

Greene holds an MBA and a B.S. in nuclear engineering from the University of Florida, and master’s degrees in naval architecture and marine engineering, and in mechanical engineering, from MIT. He is president and founder of Greene Strategic Advisory, where he advises defense contractors, maritime companies, and government organizations on ship maintenance, modernization, and sustainment, government contracting strategy, and the industrial-base and workforce challenges facing the defense sector.
