Bryan Scurry became an independent consultant with clients ranging from start-ups to Fortune 500 companies after retiring from Federal Service. He is also a National Security Entrepreneur in Residence (NS EIR) at the UC San Diego Office of Innovation & Commercialization, merging government industry with academia.

Mr. Scurry retired from Federal Service as a member of the Senior Executive Service in 2023. His executive positions included Executive Director for Commander Naval Air Forces (CNAF). In this position, he was the senior civilian executive responsible for all aviation-related business and financial activities within the U.S. Navy (approximately 100,000 personnel, 3,000 aircraft, 12 aircraft carriers, and an annual operating budget of roughly $10B). As the Assistant Chief Engineer for Mission Systems Architecture at the Naval Information Warfare Systems Command (NAVWAR), Mr. Scurry led the strategic development and execution of the Navy’s IT architecture, including communications, networks, and operational software application development supporting C4ISR, coordinated the Navy element of the JIE, and led the digital re-architecting of the Ballistic Missile Defense (BMD) architecture for the U.S. Navy. As the Head of the Command and Control Directorate at the Naval Information Warfare Center (NIWC PAC), Mr. Scurry led a business unit consisting of a diverse workforce spanning in-service engineering support to leading-edge Research and Development. Additionally, he managed the Technical Authority for all Command-and-Control software programs within the Navy.

Prior leadership assignments include Deputy Department Head for Communications and Networks at NIWC PAC; Technical Director, Chief Operating Officer, and acting Deputy Program Executive Officer at PEO Space Systems; Deputy Program Manager for Navy Command and Control Systems within PEO C4I; and Head of the Strike Weapons Planning Office at NAWC Weapons China Lake.

Captain Scurry also retired from the Naval Reserves after several successful tours, including active duty tours forward deployed flying the A6E Intruder and flight test at China Lake. He finished his military career as the Reserve Program Director for NAVWAR.
