Major General Timothy E. Orr is a senior advisor at the Roosevelt Group. He joined the firm following his last assignment as the 28th Adjutant General of the Iowa National Guard and the Director of Public Defense for the State of Iowa.   He was responsible for formulating, developing, and coordinating all policies, plans, and programs which affected more than 9,000 Army and Air National Guard members in over 53 installations in the State of Iowa. He retired from the Army National Guard in May 2019 after 40 years of military service. He specializes in ARNG/ANG Policy, defense policy, state partnership program, homeland security, cyber security, and military construction.

General Orr entered the Iowa Army National Guard in 1978 and graduated from the US Army’s Officer Candidate program in 1985. General Orr was a high school and community college business instructor and coach before going full-time with the Iowa National Guard. He has commanded at the detachment, company, squadron, and brigade level. His most recent command was the 2nd Brigade Combat Team, 34th Infantry Division. In 2011, he started the State Partnership Program between Kosovo Security Forces and the Iowa National Guard. From 2011 to 2018, he served as the Co-Chair Adjutant General for the Council of Governors, supporting Governor Branstad as the Co-Chair Governor. Currently he serves on the Secretary of Defense’s Reserve Forces Policy Board as a retired military member, and is the chair of the homeland committee. General Orr received his Bachelor of Arts degree at Drake University, his Masters of Arts in Higher Education from Iowa State University and National Security Strategies at US Army War College. He is also affiliated with the Association of the United States Army, Air Force, and the National Guard Association of the United States.
