Lieutenant General (Ret.) William Etter joined The Roosevelt Group as a senior advisor in 2017. General Etter has over 23 years of experience in many different positions at the senior executive level of the United States government. From 2013 to 2016, General Etter served as the Commander of the 1st Air Force (Air Force North) and Commander of the Continental North American Aerospace Defense Command region. He was also responsible for the oversight of the 1,400 units and 56,000 volunteers of the Civil Air Patrol. His areas of expertise include National Guard, cybersecurity risk and oversight, strategic planning, complex project design, and legislative engagement.

Prior to serving as Commander of the 1st Air Force and Commander of the Continental North American Aerospace Defense Command, General Etter was the Assistant to the Joint Chiefs of Staff for National Guard matters. He also previously served as Deputy Director of the Air National Guard. Lt Gen Etter has served as a Captain for Delta Airlines for over 30 years and has totaled 11,000 civilian hours and is a 12-year member of Delta’s Military Leave Advisory Board. General Etter holds a Bachelor of Science degree in Mechanical Engineering from the University of Connecticut, where he graduated summa cum laude; as well as a Master of Science degree in Management, from Troy University. Additionally, he completed the Senior Executives in the International Study program from the John F. Kennedy School of Government at Harvard University and the Leading Organizational Change program, from the Wharton School of Business at the University of Pennsylvania.
