Ralph Conte, U.S. Air Force (Ret.)

Ralph Conte joined The Roosevelt Group in 2013 as a part-time expert on National Guard facilities, real estate matter and utility privatization. At The Roosevelt Group, Mr. Conte offers his 35 years expertise in facility requirements, programming, real estate and master planning within the Air National Guard and Air Force Major Commands. Mr. Conte’s extensive military background dates back to 1967 when he joined the Air Force and completed assignments in Italy, South Vietnam, Korea, and Wright Patterson Air Force Base in Ohio.

After separating from the Air Force as a Captain in 1975, he rejoined at Wright-Patterson Air Force Base as a civilian GS-11 facility programmer in the same year. From there, Mr. Conte served an eight year assignment working with NATO infrastructure staff at the United States Air Forces in Europe at Ramstein Air Base, Germany.

Upon Mr. Conte’s return to the U.S. in 1986, he was assigned to the Pentagon where he worked for the Air National Guard in facility programming and budgeting and was later promoted to the Chief of Facility Programming Division. As Division Chief, Mr. Conte was directly responsible for planning and programming facility and real property requirements worth over $7 billion to modernize facilities and infrastructure systems at 177 guard locations throughout the 50 States, three territories and the District of Columbia. Before retiring from Civil Service in 2006 as GS-15, Mr. Conte completed his fourth and last BRAC round in 2005 as the Air National Guard expert and point of contact on facility matters and real estate requirements.

Recently, Mr. Conte has served as a contractor to assist and train the base engineers and staff on military installations within the state of Massachusetts. Mr. Conte holds a B.S. in Civil Engineering from New York University and a M.S. in Industrial Management from Central Michigan University.
