Lucian Niemeyer

Strategic Advisor

Lucian Niemeyer is a strategic advisor for The Roosevelt Group having retired in January 2014 from the United States Senate Committee on Armed Services. Lucian’s 11-year tenure as a senior Senate staff Member established his reputation as the national expert on a range of military programs.

He served the committee from 2003 through 2008 on military installation programs, local community support programs, global basing issues and privatization programs for military housing, utilities, and land management. From 2008 to 2012, he was asked to assume additional responsibilities for national military strategy, defense budgets, federal energy programs, industrial base issues including depot policy, and Air Force acquisition programs. During this time, he spearheaded the committee’s priorities for responsible government spending and increased scrutiny of major acquisition activities.

In 2012, He was assigned additional responsibilities for defense environmental programs and oversight of the Department of the Navy’s acquisition and shipbuilding programs, most notably surface warfare modernization efforts including construction of the Ford Class Aircraft carriers and the Littoral Combat Ship. Since 2008, he also served as the lead staff member for the Readiness and Management Support subcommittee focusing attention on the impact of declining defense budgets on the preparedness of the Nation’s armed forces. He also had the responsibility for reviewing DOD requests for the transfer of funds between accounts and development of packages of amendments for passage on the Senate floor.

Lucian is a retired Air Force officer with fifteen years of active service and five years in the Air National Guard. He has a Bachelor of Architecture from the University of Notre Dame, Notre Dame, IN, and received a Master’s in Business Administration from the George Washington University, Washington DC, and a Master of National Security and Strategic Studies (HD) in 2002 from the College of Naval Command and Staff, Naval War College, Newport, RI. He lectures frequently on the federal legislative process for the Government Affairs Institute, Georgetown University, National Defense University, Defense Acquisition University, and Public Policy Seminars for Alan L. Freed Associates.
