Senior Advisor

Kathleen Ferguson joined The Roosevelt Group in November 2015 as Senior Advisor. Kathleen has nearly 35 years’ experience working for the United States Air Force at all levels— installation, multiple major commands, and headquarters. She is a nationally recognized expert in military installations issues and has received three Presidential Rank Awards for her work in this area.

Prior to joining the Roosevelt Group, Kathleen served as the Principal Deputy Assistant Secretary and Acting Deputy Assistant Secretary of the Air Force for Installations, Environment and Energy and Deputy Assistant Secretary of the Air Force for Installations. In those roles, Kathleen was responsible for a broad portfolio of policy, programs and budgets for installations, energy, environment, safety and occupational health, and weapon system logistics support.  She led the Department’s efforts on community partnerships —paving the way for nearly 50 bases and communities to collaboratively identify ways to save money inside and outside the fence.  Kathleen was also a principal architect of the Air Force’s strategic basing process, which is a rigorous system and set of criteria used to determine where to house new missions, aircraft and people. She testified before Congress numerous times on the Air Force’s Military Construction budget requests, BRAC, and housing privatization.

Prior to her service as Principal Deputy Assistant Secretary, Kathleen was Deputy Air Force Civil Engineer, where she assisted the Air Force Civil Engineer in overseeing support functions at 166 installations with an annual budget of $17 billion.  Kathleen was responsible for organizing, training and equipping the 60,000-person engineering force, and for planning, development, construction, maintenance, utilities and the environmental quality of Air Force bases worldwide valued at more than $243 billion. This responsibility also included services for housing, fire protection, aircraft crash and rescue, explosive ordnance disposal and disaster preparedness.

Kathleen began her career in 1981 as a design civil engineer at Plattsburgh Air Force Base in New York. She served at both Air Combat Command and United States Air Forces in Europe Command.  She is a registered professional engineer in Virginia. She has a Bachelor of Science in Civil Engineering from the University of New Hampshire and a Master of Public Administration from Auburn University.
