John M. Simmons

Managing Partner

John M. Simmons is co-founder and managing partner of The Roosevelt Group, representing clients with interests in congressional appropriations, cybersecurity, defense, federal budget process, homeland security, space and technology before Congress and the executive branch.

John has helped clients secure funding from Congress to support emerging technologies, has developed strategies to save funding for the hypersonic research program at NASA, has helped address critical power issues affecting mission in Virginia Beach, and has helped numerous state and local governments navigate the Base Realignment and Closure (BRAC) process. His bipartisan client base includes small research and development companies, large companies targeting government procurement, economic development entities, state and municipal governments and local citizen groups focused on military base enhancement.

Prior to founding The Roosevelt Group in 2012, John spent 11 years as a senior advisor at Akin Gump Strauss Hauer & Feld, LLP, where he initiated and led the national security lobbying and BRAC practice. As part of his portfolio, John represented several states and communities during the 2005 BRAC process. In 2006, John also worked with the City of Virginia Beach and Commonwealth of Virginia on a strategic plan to roll back mission and base encroachment issues in Hampton Roads, setting an example for successfully dealing with these challenges.

Before joining the law firm, Mr. Simmons served for a decade as an appropriations associate and military legislative assistant to a senior Member of Congress who served as Chairman of several House appropriations subcommittees, including Military Construction, Veterans Affairs, and Housing and Urban Development, and as ranking member of the Labor, Health and Human Services, Education and Related Agencies subcommittee.

John holds a Bachelor of Science in finance from the Rochester Institute of Technology.
